Refurbishment of the CHPS Compound for Mankrong

For the past decade, Ghana has implemented the Community-based Health Planning and Services (CHPS) program, recognized globally as an effective approach to achieving universal access to essential primary health care. Led by Community Health Officers and supported by local volunteers, CHPS has strengthened community participation and ownership in health initiatives, advancing progress toward universal health coverage (UHC).

The Rotary Club of Accra-South in partnership with the Ashfar Foundation intends to re-furbish and equip the Mankrong CHPS Compound in the Ayensuano District into a modern and functional facility capable of delivering the necessary and essential primary health services for the communities in the District. 

This CHPS compound serves as a primary healthcare access point for about Eight (8) surrounding communities with an estimated 2,000 people. However, the facility currently faces significant infrastructural and operational challenges that hinder its ability to deliver essential health services effectively.

Staffing and Operational Gaps

  • Only one Community Health Nurse currently stationed, resulting in overburdened service delivery.

  • No midwife assigned to the facility, limiting maternal health services.

  • No designated midwifery room, making antenatal and delivery services impossible on-site.

  • No child delivery equipment, rendering the facility incapable of handling births or emergencies.

  • No refrigeration unit, forcing vaccine storage and retrieval from another town, which compromises cold chain integrity.

  • Poor washing room facilities, affecting hygiene standards for both staff and patients.

  • Water storage inadequate and current system leaks in the ceiling, posing safety risks and accelerating structural deterioration.

  • No designated sleeping quarters for staff; the nurse has resorted to using the external corridor as a makeshift sleeping area.

  • Entire structure requires re-roofing, re-painting and electrical re-wiring, indicating general neglect and poor aesthetics.

Rotary Business Objectives and Success Criteria

The objective is to give the facility a decent and functional face-lift to achieve its objective of universal access to essential primary health care effectively to the community. 

The benefits of this project will include amongst others:

  • Improve physical access to healthcare and enhance well-being by integrating health and social support services and addressing physical and psychological needs

  • Delivering affordable healthcare close to the patient in the community

  • First point of call for primary healthcare

Project Vision

To re-furbish the CHPS Compound to get it upgraded from a Ministry of Health Level A facility to a Level M facility with a resident Midwife to enable the facility take care of a wider range of conditions. Currently, residents have to travel a distance to the Nkawkaw District Hospital to be attended to due to lack of basic facilities at the CHPS Compound.  

Project Scope

The project will be in Three (3) phases listed below with the required Bill of Quantities listed in the Appendices:

  1. Structural refurbishment and equipping the current CHPS Compound.

  2. Refurbishment of the washroom facility

  3. Building of a three-bedroom Nurses accommodation
